Waste management planning

We use strategies and plans, like the ones listed below, to help improve the services we provide all Winnipeggers.

The Comprehensive Integrated Waste Management Strategy (CIWMS)

City Council approved the CIWMS (also known as the Garbage and Recycling Master Plan), in late 2011. This strategy outlines the City of Winnipeg’s waste management goals and how to achieve them. It includes input from over 2,500 residents, through public consultation.

City Council receives annual progress reports. Residents can find them online in the Decision Making Information System. In 2017, the Public Service conducted a review of the strategy. The review examines the first six years of work on the strategy, as well as the options for the next five to ten years.

We are working on a second review, for years 2018-2024. The next review of the strategy is set to go forward later in 2025.

Recycling Strategy for Apartments & Condos

In July 2023, Council approved the Recycling Strategy for Apartments and Condos. The Strategy will make recycling easier and more convenient for residents who live in apartments and condos and keep more waste out of our landfill.

Tonnage reports

Our tonnage reports are published quarterly. In them you can find the amount of recycling, garbage and yard waste that we collect from Winnipeggers.
