The City of Winnipeg Charter sets out the composition requirements for Winnipeg City Council. There are 15 Councillors and one Mayor.
The Mayor is elected in a city-wide vote, while each individual Councillor is elected to represent one electoral ward. Councillors have a dual role: they deal with decisions affecting the whole city and with local community issues at the same time.
