Community & Neighbourhood Grant

The City of Winnipeg’s Annual Community and Neighbourhood Grant Program supports community groups on specific projects or initiatives that directly impact the community.

To qualify for grant funding, projects must align with one of the program’s four funding streams and show how it will help meet the City’s goals and objectives outlined in OurWinnipeg and Council’s Strategic Priorities Action Plan (PDF, 4.1MB) (SPAP).

Funding streams

Community and neighbourhood grants should align with at least one of the funding streams:

• Environmental / Green City: Focus on climate resiliency, renewable energy, waste diversion, and protecting and growing the urban forest
• Recreation: Improve access to libraries and recreation services promoting active living for all ages and abilities
• Community well-being: Promote safety and the well-being of residents, and services that are available, accessible and affordable to those who need them most
• Arts and culture: Celebrate, protect and preserve culture, promote community pride, and the value of the arts, provide opportunities for community engagement

For the 2027 Community and Neighbourhood Grant intake, the total funding available is $2,516,456. Each of the four funding streams have been allocated a specific funding amount as identified by City Council. The total funding allocation per stream is listed below:

• Environmental / Green City: $450,000
• Recreation: $26,256
• Community well-being: $1,984,200
• Arts and Culture: $56,000
• Total available funding: $2,516,456

Eligibility

Eligible organizations

• Non-profit organizations – defined as a club, society, association, or corporation that works for the benefit of the general public without shareholders and without a profit motive. Any profit is used to further the goals or undertaking of the organization. Profits are not used by the individuals involved for their own personal financial gain.

Eligible projects or initiatives

Eligible projects or initiatives are limited to those involving:

• Direct impact to the community;
• Align with at least one of the funding streams; and
• Include objectives and outcomes consistent with OurWinnipeg goals and Council’s Strategic Priorities Action Plan (PDF, 4.1MB)

Eligible locations

• Eligible projects or initiatives must be located within the city of Winnipeg boundary

Ineligible funding requests

• Expenses incurred before grant approval
• Projects that are located or take place outside the boundaries of the city of Winnipeg

Grant conditions

Key conditions

• The applicant must enter into a grant agreement with the City
• The project must be started and in progress within one year of the approval date of a Community and Neighbourhood Grant Program (CNGP) grant
• Before the start of the project, evidence of insurance satisfactory to the City's Risk Management Division must be provided
• The project must proceed as approved by the Chief Administrative Officer. Any revisions to a project must receive the prior approval of the Chief Administrative Officer
• The project must be carried out in compliance with all City policies and procedures, codes, laws, by-laws and regulations
• Any required permits, licenses, consents and other authorizations as may be required to permit the carrying out of the project must be obtained by the applicant or its agent prior to the start of any activity

Maximum grants

• Applicants are only eligible to receive one Community and Neighbourhood Grant in a calendar year
• The maximum grant amount is $150,000

Evaluation criteria

The merit and ranking of an application, and the amount of grant to be provided, will be determined based on the following considerations:

• Is the organization non-profit?
• How will the program or initiative support the key goals and action items identified in OurWinnipeg and SPAP (PDF, 4.1MB)?
• Will the project result in a substantial effect on the community it serves?
• Are the applicant’s objectives, targets, and outcomes clear and reasonable? How closely do they align with the funding stream applied under?
• How necessary is the grant for the project to be successful?

Application process

1. Determine if your project is eligible

Before submitting an application, please review eligibility criteria and ensure your project qualifies.

2. Submit the application

When you’re ready, you can submit the application for a specific funding stream online. Applications will be accepted September 25 to October 26, 2026.

Required documents

To complete this form, you will need to attach the following documents:

• Documents demonstrating need and design
  • A one-page summary showing how your project aligns with your organization's mission
  • Proof of non-profit registry and status
  • Combine all documents into a single file, highlighting relevant sections clearly
• Proposed budget
  • Include itemized expenses and all funding sources (cash/in-kind), noting which are confirmed
  • Maximum one page

3. Application review

Once received, your application will be reviewed and evaluated by the Community and Neighbourhood Grant Program team. During this process you may be asked for further information to support your application. 

4. Conditional Approval Notice

If your project is approved, you will receive a Conditional Approval Notice via email. This notice will outline the type and amount of the grant to be provided.

5. Grant Agreement

The grant recipient will receive a Grant Agreement to be entered into with the City of Winnipeg setting out all terms and conditions of the grant as required under the Community and Neighbourhood Grant Program By-law.

The following applies to the requirement to provide financial statements and enter into grant agreements:

• Up to $10,000 – letter of grant approval
• $10,001 to $25,000 – letter setting out terms and conditions without the need for financial statements
• $25,001 to $100,000 – Grant Agreement with internally prepared financial statement required (“designated accountant-reviewed financial statements” not required due to the associated costs)
• Over $100,000 – Grant Agreement with all reporting requirements, including the "designated accountant-reviewed financial statements"
