Boarded building permit

Residential buildings

  • Residential boarding permit: $2,870
  • Occupancy certificate: $645

Commercial buildings

  • First year: $2,870
  • Second year: $5,030
  • Third year: $7,090
  • Fourth year: $9,230
  • Fifth year and up: $2,150 for each additional year

Schedule A inspection

  • Compliant with Vacant Buildings By-law: $720 (plus $500 escalator fee x number of inspections*)
  • Non-compliant with Vacant Buildings By-law: $1,685 (plus $1,000 escalator fee x number of inspections*)

* Vacant Buildings receiving a Schedule A Inspection after July 18, 2024, are subject to an Escalator Fee. A Vacant Building receiving it’s very first Schedule A Inspection after July 18, 2024, will be exempt from the Escalator Fee for the first inspection year.

Fire protection service

Vacant buildings with an active Schedule A Inspection can receive bills for Fire Protection Service fees in accordance with the Fire Prevention By-law.

  • First fire response: $10,000
  • Second fire response: $20,000
  • Third fire response: $30,000
  • Fourth and subsequent fire response: $50,000

Fire protection service fee waiver

Property owners can request a waiver for the first Fire Protection Service fee validly charged to them. Information about this process will be included with your invoice for Fire Protection Service Fees. If you do not receive this information, contact fps-inquiries@winnipeg.ca.

Empty building

  • Empty building fee: 2% of assessed value of property at time of invoice
