The City of Winnipeg respects your privacy. Under Freedom of Information and Protection of Privacy Act  (FIPPA) and Personal Health Information Act (PHIA), we must protect the personal and personal health information in our custody or control. 

Protection of Privacy

The City of Winnipeg needs to collect and use personal or personal health information (information) to deliver some City services, programs, and activities. Everything the City does with your information must be in line with the Freedom of Information and Protection of Privacy Act and the Personal Health Information Act. That means:

  • We collect, use, or share only the minimum amount of your information necessary for our authorized purpose.
  • We protect the privacy, availability, and integrity of your information through reasonable administrative, physical, and technical safeguards.
  • We train our employees on their access and privacy obligations, and they can only access your information if they need it to do their assigned work. 
  • We keep your information according to the City’s Records Management By-law.

Personal information requests

Make an access request

Under the Freedom of Information and Protection of Privacy Act and the Personal Health Information Act, you have the right to request access to City records with your personal or personal health information.

Your access request must include:

  • Proof of your identity
  • Relevant City of Winnipeg department(s)
  • Relevant dates
  • Enough detail for us to find the record

Make a FIPPA request for access to your own personal or personal health information.

Make a correction request

Under the Freedom of Information and Protection of Privacy Act and the Personal Health Information Act, you have the right to request a correction to City records if they include information about you that is incorrect or incomplete.

If you make a correction request, we will respond in writing within 30 days. If we agree to correct the record, we will send you a letter that confirms our agreement and a copy of the corrected record. If we refuse to correct the record, we will send you a letter that explains our reasons and you will have a right to submit a statement of disagreement.

Your correction request must include:

  • Proof of identity
  • Relevant City of Winnipeg department(s)
  • Relevant dates
  • Enough detail for us to find the record
  • Proof of the information you want corrected or added

Make a deletion request

The Freedom of Information and Protection of Privacy Act and the Personal Health Information Act do not give you the 'right to be forgotten' and we cannot destroy your personal information if it is part of a City record. The Records Management By-law controls when we can destroy City records. But, if you submit a request for deletion, we will consider it and respond in writing with our decision within 30 days.

Your deletion request must include:

  • Proof of your identity
  • Relevant City of Winnipeg department(s)
  • Relevant dates
  • Enough detail for us to find the record

Under the Freedom of Information and Protection of Privacy Act  and the Personal Health Information Act, you have a right to complain to the Manitoba Ombudsman about City decisions and actions on access to information and protection of privacy.

This summarizes the privacy practices for The City of Winnipeg (the ‘City’) websites (“Winnipeg.ca” and “WinnipegTransit.com”).

The City is committed to providing our visitors with an Internet site that respects their privacy.

Logging site visitors

Like most Web servers, the City server collects some information about visitors to the site. The server receives and records the Internet domain and Internet Protocol address from which you access the City's website, the date and time of the visit, and the pages visited. Depending on the setup of your Internet service provider (ISP), this information may identify who you are; you may wish to contact your ISP for more information in this regard. The information is analyzed for trends and statistics and then aggregated. The information is also used to monitor network traffic to prevent damage to the website and to help us make our website more useful to visitors.

Google applications

This website includes a Google Programmable Search Engine to help visitors look for information; however, the City does not guarantee the availability, accuracy, or performance of the tool.

This website uses Google reCAPTCHA to verify that users are human to prevent abuse from automated programs. Use of the search engine and reCAPTCHA is subject to Google’s privacy policy.

The City uses Google Analytics for reports on website traffic and use, Google Analytics collects first-party cookies, data related to the device/browser, IP address, and website activities to measure and report statistics about user interactions on the websites. City of Winnipeg emails

The City values your privacy. We do not sell your personal information and do not share it with third parties unless you consent to it, or we are permitted or required by law to do so.

If you have received an email from the City it is because you have confirmed your subscription to an opt-in email list offered on a City website, or you have requested a response via a contact form, self-service request, or phone call.

From time to time, the City may include additional (non-commercial) messages of interest to email newsletter subscribers. They include a link that lets you unsubscribe or change your subscription options.
