Leisure Guide activities are subject to change. Deadlines for registrations, transferring, or withdrawing vary depending on the program.
Everyone attending programs must adhere to the Customer Code of Conduct.
Refunds due to cancellation are not charged a Program Withdrawal Fee.
Cancellations can happen for any number of reasons:
- Low registration
- Facility/instructor not available
- Inclement outdoor weather
If the activity is cancelled before it starts:
- You will receive a full refund
If the activity is cancelled after it starts:
- Your refund will be prorated
Single class cancellation
- You will receive a refund equal to the cost of a single class, or
- An option to attend a make-up class, if one is scheduled
Learn to Swim and Learn to Skate classes (6-10 weeks)
- You can register up to the start of the third class
Learn to Swim (1-5 weeks)
- You can register up to the start of the second class
Leadership Development & activities under three days in length
- You can register up to the start of the first class
All other activities
- You can register up to the start of the third class
- After the third class:
- Registration is at the discretion of the activity supervisor
- Contact 311 to register (prorated)
- Transfers can be completed by:
- Calling 311
- Visiting an indoor pool during operating hours
Learn to Swim and Learn to Skate classes (6-10 weeks)
- Transfers out are accepted up to the day before the third class
- Transfers in are accepted up to the start of the third class
Learn to Swim (1-5 weeks)
- Transfers out are accepted up to the day before the second class
- Transfers in are accepted up to the start of the second class
Leadership Development & activities under three days in length
- Transfers out are accepted up to seven days before the activity start date
- Transfers in are accepted up to the start of the first class
All other activities
- Transfers out are accepted up to the day before the third class
- Transfers in are accepted any time (prorated) at the discretion of the activity supervisor
Withdrawals made before the deadlines below are eligible for a prorated refund. The Program Withdrawal Fee will apply.
Withdrawals can be completed by:
- Calling 311
- Visiting an indoor pool during operating hours
Program Withdrawal Fee
$16.04 (GST included)
- Effective September 2, 2025
- Subject to annual increases
Learn to Swim and Learn to Skate classes (6-10 weeks)
- Withdrawals are accepted up to the day before the third class
Learn to Swim (1-5 weeks)
- Withdrawals are accepted up to the day before the second class
Leadership Development & activities under three days in length
- Withdrawals are accepted up to seven days before the activity start date
All other activities
- Withdrawals are accepted up to the day before the third class
- Refunds are automatically processed as a credit on your account
- Upon request, a refund can be provided to you based on the original form of payment
- Refunds for withdrawals are:
- Prorated
- Charged a Program Withdrawal Fee
Everyone has the right to a safe and respectful environment. Inappropriate or unlawful behaviour is not tolerated in City of Winnipeg facilities or programs.
Our goal is to provide a safe, respectful, welcoming, and inclusive environment where customers and participants can thrive.
Expectations
Every customer will:
- Respect personal safety and boundaries
- Maintain a respectful environment, free of:
- Racism
- Discrimination
- Harassment
- Disruptive conflict
- Violence
- Refrain from engaging in misconduct of a sexual, physical, or verbal nature
- Immediately report any inappropriate or unlawful behavior to an employee on duty
Consequences
Customers will be asked to leave if:
- They choose not to follow the code of conduct, or
- They do not change their behaviour when asked
Other consequences may include:
- Suspension of service privileges
- Banning from City of Winnipeg properties
- Legal charges
Examples of inappropriate conduct
Examples include, but are not limited to:
- Refusal to follow facility rules
- Refusal to follow employee’s request to adhere to rules
- Misuse of any facility space, including washrooms
- Intentional interference with:
- Another customer’s use and enjoyment of the facility or program
- The ability of employees to perform their duties
- Any criminal activity
- Inappropriate conduct involving children
For privacy reasons, the City of Winnipeg does not:
- Disclose personal information
- Mediate between parties in cases of patron inappropriate behavior
The City of Winnipeg partners with the Canadian Centre for Child Protection (C3P). All disclosures, allegations or suspicions of sexual, unlawful, or inappropriate behavior by a patron in our recreation facilities are taken seriously and followed up on.
