Mandatory audit inspections
Once a permit is issued, site inspections are the next step. An inspection is a mandatory audit conducted by a City of Winnipeg commercial inspector. Inspections check if the project follows applicable codes, standards, bylaws and accepted plans. Multiple progress inspections may be needed at each mandatory inspection stage based on the size, complexity and progress of the project.
Progress inspections
Progress inspections must be completed to the final stage before requesting building occupancy for the full project, or any part of the project, to support an interim or partial interim occupancy proposal.
Permit applicants must request progress and final inspections as a condition of the permit. Failure to do so may result in:
- extra fees per the Planning, Development and Building Fees and Charges schedule
- removing finishes or other construction for inspections (if work has been covered before an inspection)
- suspension of contractor licence, if applicable
For building owners
The building owner must make sure every part of the building is in compliance with codes that were in effect at the time of construction, alteration or renovation. This requirement applies whether or not the owner owned the building at the time it was constructed, altered or renovated (5.8.2 of the Winnipeg Building By-law).
Professional certifications
Professional certifications must be submitted once construction is complete and before requesting occupancy if design professionals are involved in the project. Certifications are needed when stand-alone structural, architectural, electrical, and/or mechanical alterations are completed. Professional certifications may be needed when occupancy is not a part of the project.
