When you're planning to make changes to your home, like adding a room or fixing up the basement, you may need a permit. Homeowners are responsible for getting permits before starting a project. If you hire a contractor, make sure they get a permit before beginning work.
Projects that need a permit

Once a permit is issued, mandatory audit inspections will make sure that projects follow applicable codes, standards, bylaws, and approved plans.
Projects that don't need a permit
Even if you don't need a permit for these projects, you still have to follow building code and zoning requirements:
- Replacing stucco or siding with the same material
- Replacing shingles with the same material
- Fences (single/two family dwellings only)
- Detached accessory structures under 10 m2 (108 sq. ft.)
- Open deck under 600 mm (2’-0”) in height
- Interior work (painting, patching, decorating, installing cabinets or shelves)
- Replacing doors & windows with same size

- Winnipeg Electrical By-law (including Technical Interpretations)
