CentrePlan 2050 is the plan for our downtown. It will guide development and investment for the next 25 years. It brings policies and actions into one place and helps the City coordinate investments across departments. The policies and actions are organized around five themes.
- Create great urban neighbourhoods
Over the next 25 years, we will welcome 20,000 new residents downtown by creating attractive and distinct neighbourhoods. - Re-envision streets to foster urban life
Street design is being reimagined to support our vision of residential growth. We are improving conditions for walking and cycling. - Grow a greener downtown
The image of our downtown will be enhanced through more tree planting and improved public open space. Downtown will showcase innovations in green infrastructure. - Create a lively downtown

The success of the plan will depend on strong partnerships and clear priorities. Collaborating on, the details of how we manage downtown on a daily basis will be important.
City Council adopted CentrePlan 2050 on September 26, 2024. The plan is now in effect as a secondary plan.

Plan area
The plan area includes Winnipeg’s Downtown, bordered by the:
- Red and Assiniboine Rivers to the south and east
- Canadian Pacific rail line to the north
- West Broadway, Centennial, and West Alexander neighbourhoods to the west

Current initiatives
Winnipeggers want Graham Avenue to focus on pedestrians and be a vibrant destination. We developed a plan to make Graham a signature street in our Downtown. It’s becoming a place to meet on a patio, attend a market, gather for events, read a book in the shade, or walk your dog.
