The Land Dedication Reserve Fund helps create and improve parks and community spaces in Winnipeg. Developers give money to the fund instead of providing land for open space.
Established in 1973, the fund is used for projects such as:
- Buying land for parks
- Adding playgrounds, trails, and other park features
- Building or renovating recreation facilities
How funds are shared:
- 75 percent goes to local projects
- 25 percent is shared among all communities

All applications will be reviewed
Requests for funding from the Land Dedication Reserve Fund will be reviewed against criteria for the fund. An evaluation report will be sent to the local Community Committee for review.
If an application for a project does not meet the criteria for the fund, it can be sent to the Executive Policy Committee and City Council for further review.
Funds can be used for:
- Buying land for parks or recreation facilities
- Developing park properties, including necessary structures and equipment
- Building or renovating facilities on park land
Funds cannot be used for:
- Salaries or regular City operations
- Operating supplies or routine maintenance
- Equipment not related to park development
- Property management costs like utilities or taxes
Projects funded must create or maintain a lasting park or recreation feature for Winnipeg.
- Funds may be utilized for:
- Acquisition of land for parks or recreation facilities
- Development of properties for parks and recreational purposes including such ancillary equipment and structures as may be necessary to that development
- Construction or renovation of recreation facilities on parks and recreation properties
- The expenditures of Reserve funds will be limited by the following exclusions for use. Specifically, funds will not be utilized for:
- Salaries related to the regular operation of the City's services
- Operating materials and supplies
- Regular maintenance of parks and recreation facilities or equipment
- Acquisition of equipment not directly related to the development or renovation of parks properties
- Property management costs including utilities, taxes, and other related costs
- The use of funds will result in the creation or continuation of a physical legacy of parks and recreation facilities for the City of Winnipeg.
- The expenditures of funds will be contingent upon the existence of the resources necessary for the ongoing operation, maintenance and support of any parks or recreation facilities which are developed or renovated through the use of the Land Dedication Reserve.
