Small Lots for Affordable Housing

This initiative supports the development of missing middle housing on City-owned lands. The program will focus on small-scale housing developments (one to four units).

The Small Lots initiative will:

  • rehabilitate vacant lots
  • create affordable housing
  • promote neighbourhood revitalization

Expression of Interest - Coming in early 2026

We will be releasing an Expression of Interest (EOI) for this program. The EOI offers City-owned residential properties at $1 for development of affordable housing.

The EOI will have key information for each site. This includes:

  • Zoning details 
  • Lot dimensions 
  • Development potential 
  • Servicing considerations 

Sales will prioritize non-profit and Indigenous housing providers. Each site should include between 2-4 housing units.

Other EOI criteria includes:

  • Innovative approaches, such as modular housing
  • Collaborative partnerships
  • Social impact

Once posted, the EOI will be open for five weeks. We will be hosting a Small Lots for Affordable Housing information session for interested developers. We will answer any questions about the EOI during the information session.

We are exploring funding and financing partnerships to support these developments. EOI respondents will be asked for consent to share responses with potential funding partners.
