Zoning changes to accommodate infill housing

Winnipeg needs more housing so everyone can have a home they can afford. We can create more housing options by making changes to the Winnipeg Zoning By-law and Local Area Plans to enable the as-of-right development of:

  • Two-unit, three-unit, and four-unit homes in many neighbourhoods; and
  • Taller four-unit homes (up to 39 feet) on certain lots within 800 metres (about a half mile) walking distance of a frequent transit route.

Zoning By-law changes will support this work to ensure that rules related to height, building setback, and landscaping, among others, are followed.

DAZ 209/2025 includes proposed amendments to the Winnipeg Zoning By-law to allow for as-of-right residential development of new two-unit, three-unit, and four-unit dwellings in the Residential Single-Family (“R1”), and Residential Two-Family (“R2”) zoning districts, subject to minimum lot sizes and other standards. The proposed amendments will also modify existing zoning requirements to the Residential Multi-Family Small (“RMF-S”) zoning district and several Planned Development Overlays (PDOs) in the Winnipeg Zoning By-law. 

Associated amendments to 22 secondary plans (Complete Communities Direction Strategy 2.0 and 21 Local Area Plans) under SPA 3/2025 aims to support changes in the Winnipeg Zoning By-law. Note that applications SP 2/2025, SP 3/2025, and SP 4/2025 are existing area plans that are being converted into formal secondary plan bylaws. Applicable amendments to these plans are found in application SPA 3/2025.
