“End-to-end” review of the development review process

As part of our Housing Accelerator Fund agreement, we are working to make development approvals in Winnipeg faster and easier. To support this work, we hired a consultant to look at everything from when an application is submitted, to when it is approved, then inspected, and followed up on.  

The consultant examined every step of development and permit applications, from application intake to approval. Their review involved engaging with City departments and external stakeholders involved in the development review process. The key departments included in the review were: 

  • Planning, Property & Development 
  • Public Works 
  • Water & Waste 

Recommendations from the “End-to-end” review 

The consultant’s final report lists 27 recommendations to help us process development applications more efficiently. These recommendations build on current initiatives underway by City departments and notes common and best practices in municipalities across Canada.

The 27 recommendations are grouped into three categories for type of change, timeline, and level of impact:  

  • Accelerating Changes – short-term implementation (12) – These are moderate impact changes that build on and/or speed up improvements that are already in progress.  
  • Transformative Changes -long-term (5) – These are high impact changes that require significant effort and fundamental shifts in operating models. 
  • Supporting Changes - medium to long-term (10) – These are moderate to high impact changes, with essential prerequisites for unlocking larger operation value.
