New house construction

Homeowners need to get a development permit and building permit before building a house.

Homeowners should hire a design professional to design a house compatible with the neighbourhood that meets zoning and building code requirements.

Apply online for a permit 

Use Permits Online to apply for a development permit or building permit. Incomplete applications will result in delays.

  • If you cannot access Permits Online, application forms may be dropped off at the Zoning & Permits office

You need a development permit 

All new houses need a development permit per the Winnipeg Zoning By-law. 

New single/two family dwellings in new greenfield subdivisions with prior development agreements on title will be processed under one combined development/building permit application. Applications for accessory structures in greenfield subdivisions will also be processed as combined development/building permit applications if submitted at the same time as the new house application.  

Note: New house applications only approve the new house construction. Accessory structures shown on new house constructions plans will be excluded from the approval and must be applied for separately.

Electrical & plumbing installations

Separate electrical and plumbing permits are required for new house construction projects.

 

Special five-day permit program

The Design Coordinated Application Program allows Manitoba Home Builders’ Association members and other new house construction applicants to speed up permit applications.
