Amendments to Local Area Plans

The City of Winnipeg is proposing changes to 12 Local Area Plans (Secondary Plans) to build homes faster and increase housing density. All proposed changes will go through the public hearing process and are subject to Council approval.

Amendments will go forward in two groups:

Minor amendments

Minor amendments are small changes to existing policies related to housing. The application process began in the fall of 2025, with public hearing dates scheduled for early 2026.  This page will be updated with hearing dates and times. They will also be advertised in the Free Press.

Proposed changes include:

  • changing density maximums to better align with market conditions.
  • better alignment of plans with Complete Communities 2.0.
  • removing low density housing types (e.g. detached homes) from higher density policy areas.

Major amendments

Major amendments are changes that require stakeholder engagement before proceeding. Engagement will begin in the winter of 2026. This page will be updated in the future with engagement events for public awareness.
