The City of Winnipeg is proposing changes to nine local area plans (secondary plans) to build homes faster and increase housing density. All proposed changes will go through the public hearing process and are subject to Council approval.
Amendments will go forward in two groups:
Minor amendments
Minor amendments are small changes to existing policies related to housing. Seven local area plans have been identified for minor amendments. Four applications are going ahead with public hearings in May and June, 2026. Dates and times are listed below.
Proposed changes include:
- changing density maximums to better align with market conditions.
- better alignment of plans with Complete Communities 2.0.
