Every purchase has a social, economic, and environmental impact, whether intended or not. Through Sustainable Procurement, we are leveraging existing procurement activities to achieve positive social value objectives that align with City strategic goals and plans. 

We have adopted a four-pillar program which promotes a comprehensive approach to sustainable procurement that address supply chain opportunities across four pillars: environmental, ethical, social, and Indigenous. By collecting data from suppliers who identify as Social Enterprises, Diverse-Owned Businesses, and/or Indigenous Businesses, we can provide City employees with the information needed to find and purchase from these businesses when appropriate. For example, City employees may refer to this supplier registry when putting together an Invitation to Quote, making low value purchases, and when utilizing Indigenous and social enterprise set asides. 

This data may also be consolidated into a list and shared publicly on the City of Winnipeg website to help connect external purchasers with suppliers.

Definitions

Social Enterprise

A business that seeks to achieve a defined social, cultural, or environmental goal. The majority of net profits get reinvested in the goal. There is often a mandate to hire, train and provide supports for people facing barriers to employment.

Indigenous Business 

A business that is 51 per cent owned, managed, and controlled by one or more Indigenous Persons of Canada. This includes members of a First Nation, the Red River Métis Nation, or Inuit communities.

Diverse-owned business 

A business is at least 51 per cent owned, managed, and controlled by an equity group. Equity groups do not receive equal access to employment, education, and other opportunities. They include but are not limited to: Indigenous Peoples, racialized peoples, newcomers (less than 5 years in Canada), persons with disabilities, women,  people facing poverty,  veterans, and 2SLGBTQQIA+ (Two-Spirit, Lesbian, Gay, Bisexual, Transgender, Queer, Questioning, Intersex, Asexual, plus) peoples.
