New housing development and public lane
We are working with developers to build affordable housing on priority City-owned properties.
1350 Pembina Hwy. (former police station) is a priority site for affordable housing.
- Developer: Brokenhead Ojibwe Nation
- Proposed development:
- Approximately 144-unit multi-family apartment building
30 percent of the units will meet the City’s affordability criteria
What type of housing?
We require that 30 percent of the units meet the City’s affordability criteria. For a unit to be considered affordable, the developer must provide rents in one of the two following ways:
The rental rate cannot be more than 79% of the median market rental rate or
The rental rate must be provided at the Province of Manitoba affordable housing rates (includes heat, water, sewer

Changes to the public lane
Currently, City land is being used informally as a back lane for school pick-up and drop-off. Safe access is important for parents, as well as for the school, library, community centre, and the proposed residential development. The City is planning to improve the public lane by:
- Extending it from Dowker Avenue to Pembina Highway
- Adding lighting
Improving drainage


Update
December 22, 2025 - A public hearing was held on November 24, 2025.
The City Centre Community Committee concurred in the recommendation of the Public Service to approve the subdivision and rezoning.
On December 18, 2025, Council concurred in the recommendation of the Standing Policy Committee Property and Development and adopted the rezoning and subdivision the land.
Next steps
The next step is to proceed with lane construction and residential development.
Construction of the public lane will be scheduled during the summer of 2026 to minimize impact on school access and operations.
Timeline
Fall 2025 – Council identifies priority sites for affordable housing
January to September 2025 – Pre-development and select developer
November and December 2025 – Public hearing and Council approval to rezone and subdivide land
Summer 2026 – Public lane construction
Summer/Fall 2026 – The design of the residential mixed-income development will be finalized and subject to approval by the City Centre Community Committee
2026 - 2028 – Construction of the multi-family housing development*
