The Qualified Greenfield pilot program helps experienced developers accelerate approvals for eligible greenfield developments.
Program overview
The pilot program will support faster development of new communities. We will expedite certain land development processes to reduce processing times for development applications.
A greenfield development builds on land that hasn’t been developed before. This type of project needs new infrastructure, such as:
- roads
- public parks
- land drainage systems
- water services
- wastewater services
- related public services
Program eligibility
Only greenfield developments are eligible. Proposed developments need to be at least 20 acres.
Developers must meet the following minimum requirements:
Developers must meet at least three of the following four criteria:
- Completed at least six development agreements with the City
- Obtained approval for at least three active greenfield development agreements within the past five years
- Not required more than a one-year extension request for a coming into force provision associated with a development application within the past five years
- Developed at least 20 acres through greenfield developments within the past five years
The developer and associated entities must not have a history of significant compliance or administrative issues with the City. This includes:
- Delayed payment of deposits, invoices, or repayments owing
- Failure to provide requested security increases within 90 days of a City request
- Failure to respond to City requests about securities for a period over 60 days
- Started construction before getting required approvals. This includes development permits or underground structures approvals
- Failure to provide required record drawings or as-built submissions according to agreement requirements
- Repeated failure to comply with development agreement obligations or inspection requirements
The developer's parent company, or an affiliated corporate entity (acceptable to the City), must have secured at least approximately $7 million in Letters of Credit with the City in the past five years.
Acceptance into the program
Meeting the minimum requirements does not guarantee acceptance into the program.
Participation is determined by the City at its sole discretion.
The City may allow subsidiaries, holding companies, applicants, and consultants associated with an eligible parent company to take part in the program.
How to apply
Developers that meet the requirements may apply to this program by submitting a request form to the Land Development Branch by email or courier. The City will review all applications and let developers know if they have been accepted into the program.
