When you need a development permit

Refer to development permits for a complete list of requirements and exemptions.

 

When you need a building permit

Basement/lower level development, such as adding rooms, bedrooms, and creating living spaces requires a building permit per the Winnipeg Building By-law.

Cosmetic changes, such as painting, flooring, millwork, etc., do not need a building permit.

Note: Confirm development permit and other supporting approval requirements before applying for a building permit.
