The City gets its powers and authority from the City of Winnipeg Charter Act. The act requires the City to create a development plan, which must set out the City’s long-term plans and policies to direct all physical, social, environmental, and economic development.

OurWinnipeg 2045 is a development plan that sets the City’s long-term vision and goals. It guides how Winnipeg grows, plans services, and makes decisions for the future.

Complete Communities Direction Strategy 2.0 is a secondary plan that works with OurWinnipeg 2045. It guides how land is used and how buildings take shape across the city.

CentrePlan 2050 is the plan for downtown. It guides development and investment for the next 25 years. It brings policies and actions into one place and helps the City coordinate investments across departments.

Local area plans are considered secondary plans as defined in the City of Winnipeg Charter Act. They set a clear vision for specific areas of Winnipeg.  They help to guide the growth and development in ways that fit the unique character and needs of an area.

The City’s zoning bylaws outline regulations on land use and dimensions. All properties in Winnipeg are located in one of 25 zoning categories. Each category has its own regulations.

This by-law outlines the steps and requirements for development applications and public hearings. It helps to make sure that land development activities comply with City regulations.

This policy explains how the City manages development agreements. It includes how land is servicing, how costs are shared and when work is accepted.
