Qualified Infill pilot program

The Qualified Infill pilot program helps experienced developers accelerate approvals for eligible infill developments.

Program overview

The pilot program will support faster development of existing communities. We will expedite certain land development processes to help reduce processing times for development applications.

 

Program eligibility

Only infill developments are eligible. Proposed developments need to create a minimum of six dwelling units. 

Infill development involves building residential or mixed-use on land in the Intensification Target Area of the Complete Communities Direction Strategy 2.0. It excludes lands designated as major redevelopment sites. 

Developers must meet the following minimum requirements:

Developers must meet at least three of the four criteria:  

  • Completed a minimum of six development applications to rezone and/or subdivide with the City. This includes at least one subdivision and rezoning (DASZ) associated with residential infill development
  • Obtained approval for at least three development applications within the past five years
  • Not required more than a one-year extension of time request for a coming into force provision associated with a development application over the past five years
  • Acted as the developer or lead consultant for an infill development making up a minimum of 30 units within the past five years. This includes getting beyond the development application stage to development permits or building permits.

The developer, property owner, and associated entities must not have a history of significant compliance or administrative issues with the City. This includes: 

  • Delayed payment of deposits, invoices, or repayments owing
  • Failure to provide requested security increases within 90 days of a City request
  • Failure to respond to City requests about securities for a period over 60 days 
  • Started construction before getting required approvals. This includes development permits or underground structures approvals.
  • Failure to provide required record drawings or as-built submissions according to agreement requirements
  • Repeated failure to comply with development agreement obligations or inspection requirements

Each project must have a project lead. They must be authorized to coordinate the project on behalf of the developer. 

The project lead must:  

  • Serve as the primary contact/applicant for the initial development application and all other applications related to the property
  • Coordinate development application conditions, preparation and execution of required agreements, submission of securities, and submission of release of final plans or mylars
  • Coordinate any CONDO, DASSF and development permit applications included in the program
  • Ensure that submitted plans and information are consistent with the approved or released development application package. Promptly identify any material changes.
  • Coordinate timely responses from the developer, property owner, sub-consultants, and other members of the project team
  • Be assigned to the project unless a replacement is accepted by the City
    • A change in the developer, property owner, project lead, or designated lead consultant must be disclosed to the City. This may result in reassessment of the project's eligibly or priority status.

Where possible, the project lead should be identified as the applicant or primary authorized contact on each subsequent application.

 

Acceptance into the program

Meeting the minimum requirements does not guarantee acceptance into the program.

Participation is determined by the City at its sole discretion.

The City may allow subsidiaries, holding companies, applicants, and consultants associated with an eligible parent company to take part in the program.

 

How to apply

Developers that meet the requirements may apply to this program by submitting a request form to the Land Development Branch by email or courier. The City will review all applications and let developers know if they have been accepted into the program.
