Use Permits Online to apply for a plumbing permit. Before applying, review the plumbing permit application (PDF, 394KB) for required documentation.
Note: Incomplete applications will result in delays.

- If you cannot access Permits Online, application forms may be dropped off at the Zoning & Permits office

When you need a plumbing permit
Per the Winnipeg Building By-law, a plumbing permit is needed for:
- Construction of plumbing systems
- Alteration of plumbing systems
- Repair, extension or renewal of plumbing systems
- Replacement of water lines
A plumbing permit is not needed to:
- Repair a leak
- Replace a plumbing fixture (hot water tank, faucet, sink, toilet, etc.) if:
- installed in the same location
- no modifications to the plumbing system are needed
Who can apply
- Licensed plumbing contractors
- Homeowners, if they:
- live in a single detached dwelling that is their primary residence
- do the work themselves
Note: If plumbing work will be completed by the homeowner, the plumbing permit declaration (PDF, 248KB) is required.
