Impact to public

Background

  • The facility's older septic holding tank and lift station system has struggled to keep up with sewer volumes, which led to unplanned closures.
  • In summer 2025, we temporarily closed the facility to install a new, larger-capacity septic lift station with powerful grinder pumps to help reduce the number of potential closures. We did this work over the summer break to minimize the impact to facility users.
  • On October 28, 2025, we closed the facility to address a new plumbing issue. At that time, we identified the septic tank needed to be replaced under warranty, and we also needed to assess the ground conditions due to water infiltration.
  • We had hoped to reopen by mid-November, but water continued to get into the basement, and it was eroding the soil around the septic tank. We worked with a consultant to address these issues.
  • During this closure, we did other work at the site, including grading the flooring around the track. While doing this work, we discovered mould and determined significant abatement work was required to address it.
  • We have postponed the replacement of the septic lift station pending the confirmation of next steps.

Next steps

We're currently reviewing mould remediation and humidity control options with River East Transcona School Division, who owns the building. We're also working with a team of consultants to confirm recommendations, scope of work, and cost estimates for:

  • Remediation needed to support a safe reopening of the fitness centre
  • Removal and disposal of water-damaged plywood and standing water
  • Whether the existing rubber mats can be safely reused
  • Design and installation of appropriate drainage and flooring systems
  • Measures to ensure adequate ventilation and dehumidification long-term

We are exploring all options to repair the facility and reopen it as soon as it is safe to do so.
