Kathleen Coutts is a Partner at Tapper Cuddy LLP and a trained independent investigator with extensive experience conducting workplace and human rights investigations. She has led numerous complex and high-profile investigations for private, public, and institutional clients, including post-secondary institutions. Kathleen focuses on maintaining a thorough, fair, and measured approach to complaint investigations, with particular expertise in assessing credibility, weighing evidence, and delivering clear, well-reasoned findings. She has also serves as an independent investigator and external counsel to the Manitoba Human Rights Commission.
In addition to her investigative work, Kathleen maintains a broad litigation practice, with experience in employment law, estate litigation, and commercial disputes. She has appeared at all levels of court in Manitoba, as well as before administrative tribunals and the Federal Court of Canada, and has sought leave to the Supreme Court of Canada. Kathleen has been recognized in the 2026 edition of Best Lawyers Canada for her work in Corporate and Commercial Litigation and Trusts and Estates.
Born and raised in Winnipeg, Kathleen is also a mother of two young children and brings both professional expertise and a strong connection to the community she serves.
