Kilcona Park (1229 Springfield Rd.) is one of Winnipeg’s 11 designated regional parks. It offers expansive greenspace and recreational opportunities in northeast Winnipeg. Features of this destination park include:

While Kilcona Park is well-loved, many of its facilities are outdated or in poor condition. We are redeveloping the park to:
- Ensure it remains safe, inclusive, and functional for future generations
- Address accessibility gaps
- Enhance ecological health
- Provide more diverse amenities
Background
Kilcona Park, a former landfill site, opened in the 1970s to serve residents of northeast Winnipeg. Like other parks built around this time, Kilcona has aged and requires reinvestment to meet modern community needs and standards.
In 2013, the City developed a plan for the future of the park, including the Harbourview Recreational Complex. The plan ensures that future investments enhance the park’s:
- Accessibility
- Safety
- Ecological health
- Recreational value for current and future generations
We are planning $5 million in enhancements for 2025 – 2027.
