Kilcona Park redevelopment

Kilcona Park (1229 Springfield Rd. ) is one of Winnipeg’s 11 designated regional parks. It offers expansive greenspace and recreational opportunities in northeast Winnipeg.

While the park is well-loved, many of its facilities are outdated or in poor condition.  A $6.1-milllion construction project to improve the experience for residents and park users is underway. 

We are redeveloping the park to:

  • Ensure it remains safe, inclusive, and functional for future generations
  • Address accessibility gaps
  • Enhance ecological health
  • Provide more diverse amenities

We are carefully staging construction to maintain safe access to key amenities while supporting the timely completion of long-term improvements.  

Background

Kilcona Park, a former landfill site, opened in the 1970s to serve residents of northeast Winnipeg. Like other parks built around this time, Kilcona has aged and requires reinvestment to meet modern community needs and standards.

We are now doing construction to improve the park's: 

  • Accessibility
  • Safety
  • Ecological health
  • Recreational value for current and future generations

This construction is made up of three main projects: 

  1. Roadway and pathway construction
  2. Off-leash dog area improvements
  3. Site renewal and waterfront naturalization

Work will take place from August 2026 through Fall 2027. Learn more about what we're doing below. 

Road and pathway construction

We are adding a road to connect all corners of the park and provide access to the waterfront area. The road will also create access for emergency vehicles and bus turnarounds near the Chris McCubbins Trail.  

Work includes: 

  • Building a new asphalt road with ditches, culverts, and two gravel parking lots
  • Reconstructing the existing roads within the former Harbourview Complex area
  • Building a multiuse path through the park, alongside the new roadway

The multiuse path will provide additional options for walking, running, and cycling, while improving access to the existing trail network. As part of this work, we will add grasses and trees to enhance the area, increase shade, and support naturalization.  

This component of the project will be complete in Fall 2027

During road and pathway construction: 

  • We will maintain access to the west parking lot
  • Pedestrians will have continued access to the nursery road along the west side of the park
  • Dogs must be leashed - even in the off-leash area
    • We will post signs when this becomes a requirement

Off-leash dog area improvements

We are improving accessibility, drainage, safety, and the overall experience for visitors and their pets.  

Features include:  

  • New accessible entrances, fencing, and gates
  • Grading improvements to improve accessibility and address areas that become muddy during wet weather 
  • Improved signage 
  • New benches and waste containers 
  • Parking lot improvements 
  • Gravel and mulch walking trails through the off-leash area
  • Trees, natural grasses and other landscaping to improve shade and support biodiversity 

We expect work on the off-leash area to be done by Summer 2027. 

During work on the dog area: 

  • The area will remain open to people and pets
  • Once construction starts on the roadway, dogs must be leashed - even in the off-leash area
    • We will post signs when this becomes a requirement
  • We may temporarily close individual sections, trail connections, entrances or parking areas - these will all be signed

Site renewal and waterfront naturalization

We are removing vacant and deteriorated buildings and site signage at the former Harbourview Complex.  

This will address safety concerns, improve the site’s appearance, and create space for waterfront naturalization with planted grasses and trees.  

During demolition and removal: 

  • The golf course will remain open to the public
  • The pro shop will relocate to the northeast parking lot
  • Access to the main parking lot will be via a temporary access - follow the signs

We expect to be done demolition and removal later this year. The temporary pro shop will remain until a new one is built.
