Zoning bylaws

Winnipeg’s zoning bylaws divide the city into zoning districts. Each district has regulations that describe how land can be used and the types of structures/buildings that can be developed. 

Certain land uses are allowed, while others need conditional use approval.  Some uses are not allowed. There are also rules for the location and the size of buildings and structures, such as:

  • lot coverage 
  • required parking 
  • minimum landscaping requirements, etc.

It is important to review zoning bylaw requirements before submitting a development application or starting a development project.  
 

Winnipeg Zoning By-law

This by-law applies to all areas of the city, except for downtown. It is intended to:

  • promote the orderly use and development of property and structures
  • support the health and general welfare of the city
  • implement the provisions of OurWinnipeg and local area plans

Winnipeg Downtown Zoning By-law

This by-law applies to the downtown area. It is intended to advance OurWinnipeg downtown policies.
