Property Crime Unit arrest chronic shoplifter, 31-year-old man in custody: C26-111241

On May 12, 2026, members of Winnipeg Police Service’s Property Crime Unit attended a retail store in the 2300 block of McPhillips Street and took custody of a male suspect being held by store loss prevention officers after attempting to steal merchandise.

The Property Crime Unit identified the male as Thomas Mervin COOK (31) and linked him to the incidents listed below. All incidents occurred at the same retail store, captured on video surveillance, and reported to police:

  • April 28: a suspect attended the store and stole merchandise valued at $605
  • April 30: a suspect attended the store and stole merchandise valued at $680
  • May 1: a suspect attended the store and stole merchandise valued at $310
  • May 8: a suspect attended the store and stole merchandise valued at $1,065
  • May 11: a suspect attended the store and stole merchandise valued at $295
  • May 12: a suspect attended the store and stole merchandise valued at $231. Loss Prevention officers intervened, detained the suspect, and contacted police

The total value of merchandise stolen from retailers is estimated at $6,110.

COOK is charged with 6 counts of theft Under $5,000. Officers also placed him under arrest on the strength of four warrants for Fail to Appear Ident, Fail to Appear Court, Fail to Comply with Probation Order, and Theft Under $5,000.

COOK was detained in police custody awaiting further disposition.
