A male has been charged with offences related to luring and sexual assault of a youth in their teens following an investigation by the Winnipeg Police Service’s Sex Crimes Unit (SCU).

In May of 2026, SCU initiated an investigation after receiving a report indicating that a youth had been sexually assaulted by an adult male known to the family through their community.

The suspect provided the youth with a cellular phone and money and began to develop a relationship. Between March 31 and April 30, 2026, the youth was driven to an address in the 200 block of Burrows Avenue on numerous occasions and sexually assaulted. The youth was forcibly confined during the assaults and threatened with violence if they were to disclose the incidents to anyone.

On May 12, 2026, just after 6:00 a.m., investigators attended to the Burrows Avenue address and arrested the suspect without incident.

Mohammad QASIM, (61), has been charged with the following:

  • Child Luring
  • Sexual Assault x 4
  • Sexual Assault with a Weapon
  • Sexual Interference x 5
