The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Burton Randy THOMAS, (aka Thomas Randy Burton, Randy Burt Thomas, Burton Ron Thomas, Jake Blake Wasaho), 52 years of age, a convicted sex offender, and designated Long-Term Offender, who is considered high risk to re-offend in a sexual/violent manner. Females are at risk of sexual violence.

THOMAS was released from Stony Mountain Institution (Manitoba), on March 17, 2026, after having served a sentence for breaching the conditions of his Long-Term Supervision Order for the third time.  On September 17, 2025, he was sentenced to 15 months custody (in addition to 6 months pre-sentence custody).  THOMAS was also convicted of breaches of his Long-Term Supervision Order in 2019 and 2023.

THOMAS is expected to reside in Winnipeg, Manitoba.

THOMAS was convicted of Sexual Assault on April 6, 2010, and was designated a Long-Term Offender.  He received a total sentence of fourteen years (including pre-sentence custody credit of 5 years and 6 months) in addition to a 10-year Long-Term Supervision order.  Upon release, THOMAS will be subject to a lifetime weapons prohibition order.

THOMAS’s criminal offence history includes sexual offending and violent offending.  Although he has participated in some treatment programming, THOMAS is still considered high risk to re-offend in a sexual/violent manner.  Females are at risk of sexual violence.

Background information:

Burton Randy THOMAS is a 52-year-old male with a lengthy criminal record including convictions for Sexual Assault (2 counts), Aggravated Assault (2 counts), Assault (2 counts), Assault Cause Bodily Harm, Assault with a Weapon, Assault a Peace Officer, Uttering Threats, Criminal Harassment, numerous breaches of probation, and three convictions for breaching his Long-Term Supervision Order.

THOMAS’s most recent sexual offence occurred on July 9, 2007, when he sexually assaulted a 17-year-old female.  He was convicted of Sexual Assault and on April 6, 2010, was designated a Long-Term Offender and received a 14-year sentence (including pre-sentence custody credit of 5 years and 6 months) in addition to a 10-year Long-Term Supervision Order.  This offence occurred approximately two months after THOMAS was released after having served a 4-year sentence for Aggravated Assault.

While incarcerated, THOMAS has participated in treatment programming but is still considered high risk to re-offend in a sexual manner against females.

THOMAS was released from Stony Mountain Institution, Stony Mountain, Manitoba, on March 17, 2026.

THOMAS is subject to a lifetime weapons prohibition.

THOMAS will be bound by the conditions of his Long-Term Supervision Order, which include:

  • He must not consume alcohol or drugs.
  • He must not enter drinking establishments.
  • He must not have contact with any person believed is involved in criminal activity.
  • He must reside at a specific place (as ordered upon release).
  • He must take medication as prescribed.
  • He must follow his treatment plan.
  • He must report relationships.
  • He must not have contact with the victim or any member of the victim’s family.

THOMAS is expected to reside in Winnipeg, Manitoba.
