Project Lancer - youth in custody resulting from southeast Winnipeg stolen vehicle investigations: C26-56658

On March 11, 2026, shortly before 9:00 a.m., East District General Patrol officers arrested a 17-year-old youth after a brief follow in the St. Boniface neighbourhood. The Property Crime Unit, along with East District General Patrol and Community Support Unit, collaborated in Project “Lancer” which ultimately led to his arrest.

At 8:45 a.m., East District General Patrol officers observed a stolen 2013 Nisson Rogue travelling eastbound on Elizabeth Road approaching Lagimodière Boulevard. Multiple units followed the Rogue southbound on Lagimodière and westbound on Fermor before attempted to contain the vehicle. The Rogue rammed two police vehicles during the attempted stop and fled after running over a tire deflation device. The now heavily damaged Rogue was found abandoned on Cypress Bay. Officers arrested the 17-year-old on Gatineau Bay after a brief foot pursuit and recovered a folding knife he had discarded nearby. No injuries were reported.

The Property Crime Unit along with East District Community Support assumed the investigation and linked the youth to the following reported vehicle thefts in southeast Winnipeg:

  • December 3, 2025: A 2013 Honda Accord and 2009 GMC Sierra
  • December 8, 2025: A 2021 Kia Forte (owner of the vehicle struck when attempting to stop the theft)
  • December 10, 2025: A suspect attends residence on Poplarwood Avenue in stolen Kia and damages a residential video surveillance camera)
  • February 21, 2026: A 2021 Toyota Sienna and a 2009 Lexus IS 250
  • February 22, 2026: A 2021 Ford Fusion
  • February 23, 2026: A suspect attends residence on Harrowby Avenue in the stolen Fusion, entered an unlocked vehicle and stole non-valuable items
  • February 26, 2026:  A 2021 GMC Sierra 1500
  • February 27, 2026:  A 2018 Hyundai Elantra, later involved in a pursuit with officers where two police vehicles were rammed and suspect successfully evaded capture)
  • March 5, 2026: A 2017 Chevrolet Express 2500, 2015 Buick Verano, 2011 Toyota Tundra
  • March 6, 2026: A suspect attended a residence on Havelock Bay with their face covered in the stolen Tundra and broke into the victim’s garage. The suspect fled when they were interrupted by the homeowner (nothing stolen)
  • March 10, 2026: A 2014 Toyota Rav4 and a 2005 Chevrolet Silverado
  • March 11, 2026: A 2011 Chevrolet Malibu and a 2013 Nissan Rogue

Investigators executed a search warrant at the youth’s residence where additional vehicle keys and clothing matching surveillance video were found and seized as evidence.

The 17-year-old male faces 68 charges including the following:

  • Dangerous Operation of a Motor Vehicle X 2
  • Flight From Police X 2
  • Assault Police Officer with Weapon X 6
  • Resist Arrest
  • Possession Weapon
  • Theft of Motor Vehicle X 16
  • Fail to Comply with Release Order X 36
  • Robbery (Carjacking)
  • Break and Enter with Intent
  • Mischief Under $5000
  • Theft Under $5000

He was detained in custody.

Leaving your vehicle running while parked in colder weather is common practice but comes with significant risks regarding theft, personal and public safety. The Winnipeg Police Service warns that a high percentage of stolen vehicles occur when vehicles are left running and unattended.
