Amber Alert Update – Child Abduction: C26-46413

Update:

On February 27, 2026, at approximately 12:59 p.m., an Amber Alert was broadcast throughout Manitoba regarding a missing 2-year-old child and two female suspects believed to be involved.

At 1:35 p.m., General Patrol officers located the child and two suspects at a strip mall in the 300 block of McPhillips Street. The suspects were arrested and the child was transported to hospital in stable condition, with no injuries from the incident.

Officers learned that at approximately 10:09 a.m., a dispute between the child’s biological mother and the two suspects occurred, resulting in the mother being assaulted with a weapon and her child being abducted from her residence.

The suspects later travelled by taxi toward the area of McPhillips Street and Logan Avenue, where they exited the taxi. A concerned citizen, having seen the Amber Alert, recognized the suspects and the child. The citizen took the child from the suspects, brought them to the safety of their vehicle, and waited for officers to arrive.

Attending officers located and arrested Caitlin Cassandra MONKMAN (30) and Kineisha Rose JAWBONE (25), and the Major Crimes Unit assumed the investigation. A personal amount of Methamphetamine was seized from JAWBONE during processing.

MONKMAN has been charged with Abduction of Person Under Fourteen Years of Age, Assault with a Weapon, Possession of a Weapon, and Fail to Comply with Probation Order. She was detained in custody.

JAWBONE has been charged with Abduction of Person Under Fourteen Years of Age, Assault with a Weapon, Possession of a Weapon, Carrying Concealed Weapon Prohibited Device or Ammunition, Allegation of Non-Compliance with Conditional Sentence Order, and Possession of Scheduled Substance - Methamphetamine. She was detained in custody.

Amber Alerts are issued through the province’s Emergency Management Organization to rapidly share critical information when a child is believed to have been abducted and is at risk of serious harm. The alert is broadcast to mobile devices, media outlets, and highway signs where available to mobilize the public quickly. If you receive an Amber Alert, read it carefully, watch for the child, suspect, or suspect vehicle described, and call police immediately if you see or hear anything relevant.

 

As previously released:

On February 27, 2026, the Winnipeg Police Service responded to a report of a child abduction from 0-100 block of Chesterfield Avenue.

At approximately 10:09 a.m., East District General Patrol officers attended the above location and learned that a 2-year-old child was taken from a residence by a 30-year-old woman following a dispute with his biological mother. It is unknown where they are going and unknown what vehicle they may have left in.
