Suspect arrested for arson following apartment fire in the River-Osborne area: C25-270365

On November 10, 2025, at 10:39 p.m., the Winnipeg Police Service responded to a working fire at a five-storey apartment building in the 100 block of Clarke Street. The fire caused an estimated $100,000 damage and placed the lives of residents at risk. The building was safely evacuated as a precaution.

West District General Patrol officers attended and were advised by Winnipeg Fire Paramedic Service fire investigators that the fire was believed to be intentionally set.

At 1:23 a.m. on November 11, officers located a suspect believed to be involved and took him into custody. He was turned over to the Major Crimes Unit who assumed the investigation.  

Justin Leonard OSBORNE (31) has been charged with Arson with Disregard for Human Life, and was the subject of an arrest warrant for Fail to Attend Court on a Release Order. He was detained in custody.
