On October 26, 2025, at 2:12 p.m., West District General Patrol officers and Tactical Support Team (TST) members, responded to a commercial property in the 600 block of Ferry Road after receiving a report a man had been assaulted in the parking lot.

Shortly before 2:00 p.m., a man attended the parking lot at the above-mentioned address armed with a metal bar and damaged the windows of four parked vehicles. Moments later, he approached a 36-year-old man in the parking lot and, unprovoked, struck him in the head area with the metal bar, causing him to fall to the ground unconscious. He was transported to hospital in unstable condition with a head injury and later upgraded to stable.

Using a rock to shatter an office window of the business, the man entered the building, made his way to the garage, and barricaded himself inside. He proceeded to light a fire inside the garage, causing extensive damage to the building. Officers extinguished the fire and arrested 29-year-old Arley Alvin HARPER inside the garage without further incident. He was transported to hospital in stable condition and treated for smoke inhalation. No other injuries were reported as a result of the fire.

HARPER is charged with the following offences:

  • Aggravated Assault
  • Arson Causing Damage to Property
  • Break Enter & Commit – Place
  • Mischief Under $5,000 x 4

HARPER was detained in custody.
