Public encouraged to ‘Be on the lookout’ as BOLO Program highlights Winnipeg cases

The BOLO Program, a Canadian Top 25 Most Wanted List, was launched in 2018 as a public awareness initiative. Through technologies such as social media, the program encourages citizens across the country to stay alert and help locate Canada’s most wanted fugitives. Its Top 25 list helps turn community awareness into action, encouraging the public to share information and assist law enforcement in making communities safer.

On October 8, 2025, the new Top 25 Most Wanted List from the BOLO Program will feature three of Winnipeg’s most wanted individuals.

  • Tresor HORIMBERE, wanted for First-Degree Murder in Winnipeg. He is #4 on the list and a reward of up to $100,000 is available.
  • Chad DANDAN, wanted for First-Degree Murder, Kidnapping and Extortion in Winnipeg. He is #7 on the list.
  • Yusuf Abdulqadir ALI, wanted for two counts of Attempted Murder and multiple Firearm-related charges in Winnipeg. He is is #17 on the list.

“Make no mistake — these dangerous individuals are somewhere, among us, right now… and will remain so, this afternoon, tonight, tomorrow, and next week if we don’t do something. Today, together, as a nation, we’re sending the message that we’re on the lookout for them,” said Max Langlois, BOLO Program Executive Director.

"Our investigators have never stopped pursuing these individuals," said Insp. Jennifer McKinnon, of the WPS Major Crimes Division. Each case represents a life tragically lost or seriously injured and a family still searching for answers. Through our collaboration with the BOLO Program, we're bringing national attention to these wanted offenders — and empowering communities to stay informed, stay alert, and be part of the solution."

"It's simple: if you see any of these individuals or have information about their whereabouts, say something. Your voice could help bring justice for these families. It's that easy."

Anyone with information regarding the whereabouts of wanted individuals from the BOLO Program is asked to call the Winnipeg Police Service Bolo tip line at 431-334-9160, available 24/7, to submit confidential information about Bolo cases.
