Property Crime Unit investigations lead to arrest of two men and one woman in simultaneous pursuits involving stolen vehicles

On September 19, with assistance from the Manitoba Integrated Violent Offender Apprehension Unit (MIVOAU), East District General Patrol and East District Community Support Unit along with the Property Crime Unit arrested three individuals following two pursuits involving stolen pick-up trucks.

The following is a synopsis of the events which led to the investigations, pursuits, and subsequent arrests of the individuals.

  • May 29: A suspect broke into an apartment building in the 600 block of Ballantrae Drive by prying open an entry door.
  • June 16: Two suspects broke into a residence in the 300 block of Park East Drive and stole a large amount of jewellery which they pawned later in the day.
  • July 10: A license plate was stolen from a vehicle in the 1800 block of Grant Avenue.
  • July 11: Two suspects attended a retail store in the 1500 block of Regent Avenue West and stole merchandise valued at $845.67 and fled in a vehicle.
  • August 12: A 2021 GMC Sierra was stolen from Morris, MB.
  • August 15: The fenced property of a recreational spa outlet in the 1300 block of Clifton Street was broken into by two suspects operating the stolen Sierra. The suspects stole and fled with a trailer and a hot tub.
  • August 29: A 2010 Ford F150 FX4 was stolen from a residence in the R.M. of De Salaberry.
  • Prior to August 31: A license plate was stolen from a vehicle in the 900 block of Carrigan Place.
  • August 31: Two suspects operating the stolen 2010 Ford 150 and Sierra broke into a locked storage compound in the 2100 block of Dugald Road and fled with two trailers, a 2014 Lund Rebel Xl 1650, and a 2023 Lund 1650 Angler Sport (Total Estimated Value: $87,000).
  • Between September 4 and September 5: A 2015 Ford 150 was stolen from the 3000 block of Pembina Highway.
  • September 6: A suspect operating the stolen 2015 Ford 150 stole a 2023 Crossroads Travel Trailer from a commercial lot in the 1300 block of Dugald Road.
  • September 9: A suspect operating the stolen 2015 Ford F150 stole a 2022 Caravan utility trailer with two 2024 Yamaha Wave Runners from a commercial lot in the 1-99 block of Valde Drive (Total Estimated Value: $35,000).
  • September 11: Two suspects attended a hotel in the 1400 block of Niakwa Road, cut the lock of a utility trailer from a truck parked in the parking lot and stole it using the stolen 2015 Ford F150. The trailer contained a 1998 Foreman 450 ATV, tools, camping equipment clothing, hundreds of rounds of ammunition, and nine firearms (Total Estimated Value: $80,000).

On September 19, members of MIVOAU and the Property Crime Unit observed the stolen 2021 GMC Sierra 1500 being operated in the 100 block of Fuller Avenue. With assistance from East District General Patrol and Community Support Units, officers initiated a pursuit of the Sierra. The Sierra fled through Dugald Road, the east Perimeter Highway, Highway 207, Highway 1, Highway 59 in Grande Pointe, and the banks of the Red River Floodway.

The Sierra made its way back to the south east neighbourhoods of the city. Officers located the abandoned Sierra in the 300 block of St. Anne’s Road. Matthew Albert John MOORE, 44, fled on foot; however, he was located and arrested by officers at a residence in the 1-99 block of Bayfield Place.

Concurrently, Property Crime Unit investigators, assisted by members of MIVOAU, engaged in a second pursuit with the stolen 2015 Ford F150 which was seen traveling eastbound on Highway 1. Officers successfully deployed a stop stick on Highway 1 and the vehicle continued to flee southbound Highway 207 with damaged tires.  As the vehicle slowed, the Ford F150 was contained by police units at Highway 207 and Municipal Road 53 North where a Claude Jean St-LAURENT, 47, and 39-year-old passenger were taken into custody.

St-LAURENT faces twenty-six driving, property, and order breach charges. He was detained in custody. The 39-year-old woman faces a charge of Possess Property Obtained by Crime Over $5,000 and two charges of Possession of Property Obtained by Crime Under $5,000. She was released on an Undertaking.

MOORE is charged with Theft of Motor Vehicle x 2, Flight While Pursued by Peace Officer, Dangerous Operation of a Conveyance, Operation of a Conveyance While Prohibited Under Criminal Code x 4, Unauthorized Possession of a Firearm, Break & Enter with Intent – Place, Theft Over $5,000, Possession of Property Obtained by Crime Under $5,000 x 2, Possession of Property Obtained by Crime Over $5,000, Theft Under $5,000, and Fail to Comply with Condition of Release Order x 8. MOORE was also arrested on the strength of six warrants.

MOORE was detained in custody.
