On September 17, 2025 West District Patrol officers assigned to the Winnipeg Transit Violent Crime Intervention Strategy became involved in two separate incidents requiring police intervention near the Unicity Hub in the 3600 block of Portage Avenue.
At 8:50 a.m., officers were alerted by staff from a nearby retail store about a theft in progress. The suspect was intercepted as he made his way toward a bus with the intention of boarding and was found to be in possession of the stolen property and arrested. Maverick Donald HARPER (37) was charged with Theft Under $5,000 and detained in custody.
Shortly before noon, and after processing the earlier arrest, the same officers returned to the Unicity Hub. A transit operator observed a man use his elbow to smash a window of his bus. The operator notified the officers, and at 12:09 p.m., Andrew Mark NABESS (35) was arrested nearby for Mischief Under $5000. During his arrest, he was found in possession of a flammable liquid and a lighter, contrary to his release order. He was also charged with Fail to Comply with Condition of Release Order and also detained in custody.
Everyone – riders, operators, and transit staff – have a right to safety. Violent and disruptive conduct will not be tolerated. This initiative is rooted in prevention and protection, aiming to foster a transit system that is welcoming, reliable, and safe for all Winnipeggers.
