Four arrested in Second Degree Murder Investigation: C25-41628

Update:

The Winnipeg Police Service’s Homicide Unit continues to investigate the murder of Matthew Robert PELLETIER.

Between July 7, 2025, and July 16, 2025, Homicide investigators arrested four suspects in relation to the homicide.

Derek Donald FRANKLIN (43) is charged with Second Degree Murder, possession of a weapon, and breaching his release order. He was remanded into custody.

Charlie Bronson KEEPER (37) is charged with Second Degree Murder. He was remanded into custody.

Eric Jade WIRFFEL (40) is charged with Second Degree Murder. He was remanded into custody

Clinton William WIRFFEL (40) is charged with Second Degree Murder and two breaches of his release order (warrant). He was remanded into custody.

As previously released:

On February 25, 2025, at approximately at around 3:00 p.m., the Winnipeg Police Service responded to a residence in the 500 block of Magnus Avenue in regards to concern over the wellbeing of a male.

North District General Patrol officers, with the assistance both East and West District General Patrol, attended and located a deceased adult male within the residence.

The deceased victim has been identified as 35-year-old Matthew Robert PELLETIER.

PELLETIER previously resided in Winnipeg. An autopsy is pending.

The Homicide Unit has taken over the investigation, and family notifications have been made.
