The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Richard Kofie ASANTE, 34 years of age, a convicted sex offender considered high risk to sexually re-offend. Adult females are at risk.

On June 19, 2023, ASANTE was convicted of Sexual Assault with a weapon and Sexual Assault by Choking, Suffocating or Strangling. He received 3 years, 1 month, and 3 days custodial sentence (in addition to presentence custody credit of 2 years, and 331 days).

On July 9, 2025, ASANTE was released from Edmonton Institution on statutory release after serving a portion of his sentence.  

ASANTE is expected to reside in Winnipeg, Manitoba.

ASANTE has not completed sexual offender treatment. He remains high risk to sexually re-offend against adult females.

Background information:

Richard Kofie ASANTE is a 34-year-old male with a criminal record including convictions for Forcible Entry (2 counts), Sexual Assault with a Weapon, and Sexual Assault, by choking, suffocation or strangling and numerous breaches of probation and recognizance orders.

ASANTE was released on statutory release on July 9, 2025, after serving a portion of his sentence for convictions of Sexual Assault with a Weapon, and Sexual Assault, by Choking, Suffocation or Strangling. On June 19, 2023, ASANTE received a custodial sentence of 3 years one month and 3 days (in addition to presentence custody credit of 2 years, and 331 days). 

Those sexual assault offences occurred on July 9, 2021.  ASANTE met the victim via social media before meeting in person. ASANTE became angered by a comment from the victim which resulted in ASANTE choking the victim, and when she screamed for help, ASANTE held a large knife to her throat, continued to choke her to unconsciousness and proceeded to commit violent sexual offences.

Upon release, ASANTE will be subject to the following conditions:

  • Not to consume, purchase or possess alcohol.
  • Not to consume, purchase or possess drugs other than prescribed medication taken as prescribed.
  • Follow a treatment plan as arranged by his parole supervisor in the areas of emotional regulation, substance abuse and violence.
  • Reside as directed by the Correctional Service of Canada.
  • Not to communicate or associate with a person he knows or has reason to believe is involved in criminal activity or substance abuse.
  • Not to have any direct or indirect contact with the victim.
  • Immediately report all relationships and friendships with females and any changes to the status of the relationships and friendships to his parole supervisor.

ASANTE will also be subject to a 10-year weapons prohibition preventing possession of any firearm, crossbow, prohibited weapon, restricted weapon, prohibited device, ammunition, explosive substances, or all such things.

ASANTE is expected to take up residence in Winnipeg, Manitoba.
