On May 28, 2025, shortly before 10:00 p.m., the Manitoba Justice Electronic Monitoring Program informed the Winnipeg Police Service that a 39-year-old man walked into a restricted area while wearing a monitored GPS Ankle Bracelet. A notification was received by the Electronic Monitoring System when he entered an area close to a preschool and a playground, which prompted police to be contacted as he was breaching conditions of his release order.

East District General Patrol officers found him walking on Higgins Avenue near Sutherland Avenue where he was arrested shortly before 11:00 p.m. Officers seized various ammunition and a Zip Gun (improvised firearm) after they searched him and his property.

He faces weapons and firearm-related charges, including breaches of his release order. He was held in police custody.

“Bail is part of the justice system; however, the Winnipeg Police Service is concerned with the number of people who choose to breach the conditions of their release. We appreciate that Manitoba Justice has launched the electronic monitoring program. We are hopeful that this tool will help hold people accountable to their release conditions. The public expects this.” - Deputy Chief Art Stannard (WPS) – August 2024
