A man under arrest injured while running away from police in handcuffs, IIU notified – Arrest: C25-112497

On May 23, 2025 at 5:56 pm, Central Division General Patrol officers conducted a traffc stop of a male cyclist that was disobeying The Highway Traffic Act in the area of Sergent Avenue.  While speaking to this male, officers observed an edged weapon sticking out of his pocket, and he was immediately arrested and handcuffed.  While being taken to the cruiser car, the male broke free and ran down the street.

Officers pursued the male and observed him to enter an intersection where a moving vehicle grazed him causing him to stumble but not fall.  The male continued to run in and out of traffic at which time an officer deployed a conducted energy weapon to safely apprehend and prevent him from serious injury.

The male fell to the ground and officers administered first aid to a laceration on his chin.  He was transported to hospital and treated for a laceration and two hairline fractures to his lower jar. 

The male was in possession of tools and weapons, including bear spray.  He is facing 15 charges related to weapons, fleeing police and breaches. 

The Independent Investigation Unit of Manitoba (IIU) has been notified and has assumed responsibility for the investigation. Please direct any follow-up inquiries to the IIU.
