On May 20, 2025, at approximately 3:45 p.m., the Winnipeg Police Service responded to a report of an adult male exposing himself to students on a school playground in the 600 block of Banning Street.

Central District General Patrol officers attended and learned that a male suspect had entered the school grounds and exposed himself to several youth victims. The suspect also made an inappropriate request to the victims. Staff intervened, directed the suspect to leave the property, and contacted police.

The investigation was turned over to the Child Abuse Unit. Investigators identified the suspect and took him into custody on May 21 at approximately 2:04 p.m. in the 600 block of Banning Street.

Kevin Tibay MALIWANAG (33) of Winnipeg has been charged with Invitation to Sexual Touching and Indecent Exposure to a Person Under 16yrs of Age.

He was released with conditions including no contact with anyone under 18.
