On April 26, 2025 at 2:32 p.m., the Winnipeg Police Service responded to the 100 block of Kate Street for the report of a male outside of this location in possession of and loading a firearm.

Central District General Patrol officers attended and located a 43-year-old male suspect who, upon seeing police, retreated into the residence. With the assistance of the Tactical Support Team (TST) and the Drone Unit, officers safely arrested the suspect without incident. A firearm was recovered during the arrest.

Frank Joseph ROUSSIN (43) of Winnipeg has been charged with:

  • Possession of a Weapon
  • Possession of a Firearm Knowing its Possession is Unauthorized
  • Possession of a Loaded Prohibited or Restricted Firearm
  • Possession of Firearm, Restricted/Prohibited Weapon, Firearm Part or Ammunition Contrary to Prohibition Order
  • Possession of a Firearm, Prohibited or Restricted Weapon Obtained by Crime

He was detained in custody.
