Internet Child Exploitation – Arrest: R24-46639

In February 2025, the Winnipeg Police Service’s Internet Child Exploitation (ICE) Unit entered into an investigation regarding child pornography that had been uploaded and shared on various internet media platforms.

An internet subscriber was identified.

On April 16, 2025, ICE, with the assistance of the WPS Technological Crimes Unit and the Military Police, executed a search warrant on the Canadian Armed Forces Base. An adult male was taken into custody and multiple electronic devices were seized.

The investigation determined that between May 2018 and April 2019, the accused photographed an undressed child who was known to him. The accused subsequently uploaded and shared the images using social platforms.

On the date of the arrest, investigators learned the identity of the child, and determined that, in 2020, the accused had also coerced the child to engage in sexual activity.

A 31-year-old male of Winnipeg has been charged with the following offences:

  • Possession of Child Pornography
  • Access any Child Pornography
  • Imports, Distributes, Sells or Possession for the Purpose of Distribution or Sale any Child Pornography
  • Invitation to Sexual Touching
  • Makes, Prints, Publishes or Possession for the Purpose of Publication any Child Pornography

He was released with conditions prohibiting access to the internet and anyone under 18, as directed by the Criminal Code.

The accused was not named in this release to protect the identity of the involved youth survivor.
