On March 5, 2025 at approximately 11:40 p.m., the Winnipeg Police Service responded to an apartment suite in the 200 block of Hugo Street North for the report of a residential break and enter.

Attending West District General Patrol learned that an adult male suspect had attended the property and was observed by a 20-year-old tenant attempting to enter the premise through a window. The suspect was unsuccessful in entering, and the victim immediately summoned police, providing a description of the suspect.

Members of Air1 were dispatched, who quickly visually acquired the suspect at Wellington Crescent and Wardlaw Street, and provided a location to ground units. Officers spoke with the male and confirmed him to be the suspect believed to be involved in the incident.

The suspect and the victim are previously unknown to one another and no injuries were reported as a result of the incident.

Frank Lucas THOMAS, 40, of Winnipeg has been charged with Break & Enter and found to have an active warrant of arrest in his name.

THOMAS was detained in custody.
