On February 6, 2025 at approximately 4:15 a.m., patrolling members of the Winnipeg Police Service’s West District General Patrol were flagged down in the 100 block of Osborne Street for the report of a discharged firearm.

Officers attended a closed licensed establishment where they located an injured 29-year-old adult male victim inside, suffering from a gunshot wound to the upper body. Officers provided the victim with emergency medical care with the application of a chest seal before he was transported to hospital in unstable condition. He was later upgraded to stable. The suspect fled before the arrival of police.

The Major Crimes Unit assumed the investigation and learned that multiple patrons of the lounge were present after hours of operation when members of two groups became involved in a verbal argument. The argument turned physical and escalated when one of the suspects produced a firearm and shot the victim in the upper body.

The 48-year-old owner of the lounge, who was present at the time of the shooting, was arrested by officers and faces the charge of Obstruction. He was released on an Appearance Notice as mandated by the Criminal Code.

As a result of their investigation, investigators identified a suspect. On February, 11, the identified suspect was located in the area of Cheriton Avenue and Rothesay Street and arrested without incident.

Samuel Akuok MAYEN, 33, of Winnipeg has been charged with Assault and Aggravated Assault. He was detained in custody.

Anyone with information, video surveillance, camera, or dashcam footage related to this incident, is asked to contact investigators in the Major Crimes Unit at 204-986-6219, anonymously with Crime Stoppers at 204-786-TIPS or online with winnipegcrimestoppers.org.
