Firearms/Assault Peace Officer – Arrest C25-45759

On March 2, 2025 at approximately 5:52 p.m., members of the Winnipeg Police Service North District General Patrol conducted a traffic stop in the 600 block of Manitoba Avenue. A 29-year-old male suspect attempted to flee from the vehicle and was arrested without incident. At the time of his arrest, officers located a large knife, baton, handgun, and various ammunition. The suspect was also wanted on an outstanding arrest warrant for several charges.

Officers transported the suspect to Headquarters for processing, where he became violent toward Central Processing officers (CPO). While being restrained, he bit a CPO and attempted to disarm them of their taser before being brought under control.

The officer did not require medical attention as a result of the assault.

Justin Alvin William BELL, 29 yrs of Winnipeg has been charged with the following:

  • Unauthorized Possession of a Firearm in Motor Vehicle
  • Assault a Peace Officer
  • Disarming a Peace Officer
  • Possession of a Weapon x 2
  • Possession of Firearm, Restricted/Prohibited Weapon, Firearm Part or Ammunition Contrary to Prohibition Order x 2
  • Possession of a Firearm Knowing its Possession is Unauthorized
  • Warrant: Possession for the Purpose of Trafficking x 2
  • Warrant: Possession of Property Obtained by Crime Under $5000
  • Warrant: Assault on Other Peace Officer
  • Resist/Obstruct Peace Officer
