In February 2025, the Winnipeg Police Service Guns and Gangs Unit launched an investigation after receiving community concerns about potential drug trafficking in the downtown Winnipeg area.
On the evening of February 18, 2025, Guns and Gangs investigators, with the support of the Tactical Support Team (TST), East District and Downtown Community Support Units, as well as K9 and the Drone Unit, executed search warrants in the 500 block of Elgin Avenue, as well as the 500 and 600 block of Ross Avenue.
A 24-year-old male suspect and a 34-year-old male suspect were taken into custody in the 500 block of Elgin Avenue, and a 38-year-old male was taken into custody in the 600 block of Ross Avenue.
As a result of the investigation, the Guns and Gang Unit seized the following:
- Approximately $775 in Canadian Currency
- Approximately 41.75 grams of crack cocaine (estimated street value $3,340)
- Drug paraphernalia
Jeffrey DUCHARME, 24 yrs of Winnipeg has been charged with the following:
- Possession of a Scheduled Substance for the Purpose of Trafficking – COCAINE
- Possession of Proceeds of Property Obtained by Crime Under $5000
- Fail to Comply with Condition of Release Order x 2
He was detained in custody.
Brent MCCANN, 34 yrs of Winnipeg has been charged with the following:
- Possession of a Scheduled Substance for the Purpose of Trafficking – COCAINE
- Possession of Proceeds of Property Obtained by Crime Under $5000
- Fail to Comply with Condition of Release Order x 2
He was detained in custody.
Shane MORRISSETTE, 38 yrs of Winnipeg has been charged with the following:
- Possession of a Scheduled Substance for the Purpose of Trafficking – COCAINE
- Possession of Proceeds of Property Obtained by Crime Under $5000
He was released on an Undertaking as mandated by the criminal code.
