Homicide Investigation - Arrest: C25-23843

Update:

The Homicide Unit continued its investigation into the shooting death of 34-year-old Justin BOULANGER in the 300 block of Blake Street on the morning of February 2, 2025.

Investigators identified an adult female suspect believed to be involved in the incident.

On February 6, with the assistance of the Tactical Support Team, the Drone Unit, and East and Central General Patrol officers, investigators arrested 43-year-old Stephanie Lee TRAVERSE, of Winnipeg at her residence.

Through their investigation, investigators determined that TRAVERSE was in the company of BOULANGER  inside a suite in the 300 block of Blake Street, when a verbal argument ensued between her and BOULANGER. The argument escalated with TRAVERSE discharging an improvised firearm towards BOULANGER. BOULANGER was transported to hospital in critical condition where he was pronounced deceased.

TRAVERSE was also arrested on the strength of three additional warrants in her name and was detained in custody.

As previously released:

On February 2, 2025, at approximately 6:52 a.m., the Winnipeg Police Service responded to a report of an unresponsive male who had been assaulted in the 300 block of Blake Street.

Central District General Patrol officers, with the assistance of K-9, located the male and provided emergency medical care before he was transported to the hospital in critical condition, where he was later pronounced deceased.

The deceased victim has been identified as 34-year-old Justin BOULANGER. BOULANGER was a member of Berens River First Nation and resided in Winnipeg.


The Homicide Unit has taken over the investigation, and family notifications have been made.
