High Risk Sex Offender – Arrest: C25-7828

On January 7, 2025, the Manitoba Integrated High Risk Sex Offender Unit issued a Community Notification regarding the custodial release of 52-year-old Marcel Hank CHARLETTE.

Upon his release, CHARLETTE was subject to several conditions of a probation order, which included but was not limited to, a daily curfew and not to possess/consume  intoxicating substances.

On January 10, officers attended CHARLETTE’s court-ordered residence to perform a curfew check and found him not to be present. As a result of the breach of condition, officers requested a warrant be issued for his arrest.

On January 11, at approximately 3:20 p.m., prior to the issuance of a warrant, Downtown Foot Patrol officers located CHARLETTE at the Millennium Library and arrested him without incident. A small quantity of methamphetamine was also located on his person.

CHARLETTE has been charged with Possession of a Scheduled Substance (Methamphetamine) and three (3) counts of Fail to Comply with Probation Order.

CHARLETTE was detained in custody.
